The first meeting of the Technical Committee for Guidance and Monitoring (CTOS) of the Project for the Improvement of the Quality of Education through the Strengthening of the Community School Collaboration (PAQER CEC) for the year 2023 was held on 1st February 2023 in Ouagadougou

On Wednesday, 1st February 2023, the first meeting of the Technical Committee for Guidance and Monitoring (CTOS) of the Project for Improving the Quality of Education through the Strengthening of the Community School Collaboration (PAQER CEC) for the year 2023 was held at the Cardinal Paul ZOUNGRANA Centre.

This project started in March 2021 aims specifically to:

  • strengthen and validate the functional COGES model for its generalization;
  • develop and validate a sustainable monitoring for support system and sharing of experiences between the COGES with a view to generalization;
  • identify and capitalize good practices (school canteen, girls' education, inclusive education, school environment);
  • Develop, test and validate mathematics-learning tools for use in and outside the classroom.

This CTOS meeting held in the presence of the Général Director of Access to Formal Education, the Général Director of Sectoral Studies and Statistics of the Ministry in charge of Education and the Resident Representative of JICA in Burkina Faso provided an opportunity to review the progress of the activities, consider the proposed amendments in the project's logical framework and adopt the operational plan for this year.

Regarding he state of implementation of the activities, Mr BONKOUNGOU Issaka, the project Manager, highlighted through his presentation that training sessions on the themes of COGES, Communal Coordinations of COGES (CCC), monitoring and support 's system have been organised for the actors at the central and decentralized levels; Two fora on education were also held in the provinces of Kadiogo and Oubritenga; under the heading of action research activities, after the basic study, a guide on endogenous school canteen has been developed and actors from target schools have been trained.

With regard to the development of learning tools in mathematics, Mr BONKOUNGOU stressed that the tools for the levels 1 and 2 and their corrections guide have been finalized; the implementation guide and the additional course's implementation guide have also been developed.

In the second presentation, Mr KIEMDE Joël, a member of the Project Management Unit (PMU), explained the reasons, which lead the project team to propose amendments to the logical framework of the project. Although PACOGES indicators were available, it was necessary to wait for the basic indicators obtained from the basic study before the project team could objectively set the rates of certain quantitative indicators of the project. The means of verification for some indicators have also been modified to align with the terms used by the department and in the guides developed by the project and experimentation with the COGES on-line monitoring system was recorded as an additional activity.

Ms MIURO Hiroko, the Chief Advisor, closed the serie of presentations with the operation plan for 2023. This plan includes training on the management of COGES and training on CCC/CCA, the organization of education fora in the six target provinces, namely Ganzourgou, Zoundweogo, Kourweogo, Boulkiemdé, Oubritenga and Kadiogo, the continuation of action research activities on the good practices of COGES and on the use of learning tools in mathematics, and the development of a roadmap on the generalization of the enhanced model of COGES and CCC/CCA.

After intensive exchanges around the communications, the CTOS members adopted the amended logical framework and the operation plan for this year.
