JICA extends ODA loan of INR 209 crores for Assam State Aquaculture Promotion and Livelihood Improvement Project

Strengthening the fisheries sector and improving livelihoods in Assam through sustainable aquaculture initiatives

Assam, 27 March 2025: Japan International Cooperation Agency (JICA) signed a loan agreement amounting to 3,580 million Japanese Yen (approximately INR 209 crores) for the Assam State Aquaculture Promotion and Livelihood Improvement Project.

This project aims to enhance aquaculture production, develop sustainable fishery supply chains, and improve the livelihoods of fisheries stakeholders in Assam. The project aligns with India's "Act East Policy", which focuses on socio-economic development in the northeastern region. Given Assam’s abundant water resources and consumption patterns, the project will help bridge the supply-demand gap, improve productivity, and strengthen the state’s fisheries infrastructure.

The ODA loan agreement was signed between Ms. Manisha Sinha, Additional Secretary, Department of Economic Affairs, Ministry of Finance and Mr. TAKEUCHI Takuro, Chief Representative of JICA India.

Commenting on the occasion, Mr. TAKEUCHI Takuro, Chief Representative of JICA India, stated, “The fisheries sector in India plays a vital role in food security, employment, and economic growth. However, challenges such as low productivity, lack of quality inputs, and inadequate infrastructure hinder its full potential. Through this project, JICA aims to support Assam’s fisheries industry by promoting sustainable aquaculture, develop ing fish supply chains, and enhancing technical capacities. We believe this project will contribute significantly to improving livelihoods and ensuring long-term economic growth in the region.”

The project is expected to directly benefit around 15,600 people, including fish farmers, stakeholders, and individuals involved in the fisheries supply chain, while indirectly benefiting over 10.84 million consumers in the region. By 2031, the initiative aims to increase aquaculture production from 2.9 tons/ha to 5.0 tons/ha, enhance fish farmer incomes, and promote sustainable fisheries.

The Directorate of Fisheries, Department of Fisheries, Government of Assam will be the executing agency for the project, ensuring its effective implementation and long-term sustainability.

This project is aligned with Japan’s Free and Open Indo-Pacific (FOIP) vision, supporting sustainable fisheries, value chain development, and climate-resilient aquaculture. JICA remains committed to fostering inclusive growth and sustainable development in India’s fisheries sector.
