JICA extends ODA loan of 18,684 million Japanese Yen for Project for Promoting Sustainable Horticulture in Punjab, India

Punjab, 24 March 2026: The Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the India to provide a Japanese Official Development Assistance (ODA) loan of 18,684 million Japanese Yen for the Project for Promoting Sustainable Horticulture in Punjab.

The loan agreement was signed in New Delhi between Dr. Alok Tiwari, Joint Secretary, Department of Economic Affairs, Ministry of Finance, Government of India, and TAKEUCHI Takuro, Chief Representative of JICA India Office.

The project aims to promote sustainable horticulture and improve farmers’ income in the state of Punjab by encouraging diversification into high-value horticultural crops, strengthening value chain infrastructure, and enhancing institutional and technical capacities. The initiative will also support environmental conservation and contribute to sustainable socio-economic development in the region.

The project will focus on developing a climate-resilient and environmentally sustainable horticulture value chain, along with promoting technological advancements and sustainability of the sector. Key initiatives include promoting Indo–Japan partnerships for innovation, research and knowledge exchange through private sector-led pilot activities, joint research with academic institutions, and strengthened value chain infrastructure. The project will also support institutional capacity building and introduce digital platforms to enhance market access and logistics.

Speaking on the occasion, TAKEUCHI Takuro, Chief Representative of JICA India Office, said, “through this project, JICA aims to support the development of a sustainable and resilient horticulture ecosystem in Punjab. By promoting diversification into high-value crops, strengthening value chains, and advancing sustainable technologies, the project will contribute to improving farmers’ livelihoods while supporting environmental conservation and long-term agricultural sustainability in the state.”

The Department of Horticulture, Government of Punjab will serve as the executing agency responsible for the implementation and monitoring of the project.

The project is expected to contribute to the United Nations Sustainable Development Goals, particularly in the areas of no poverty, zero hunger, promoting sustainable horticulture, decent work and economic growth and climate action. The project is scheduled to be completed by March 2034.
