Hamamatsu City and Bandung City Collaborate on Water Supply Project Toward the Future

On 08 July 2025, Chief Representative JICA Indonesia, Ms. TAKEDA Sachiko attended the kick-off seminar of JICA Partnership Program (JPP) together with Mr. Tono Rusdiantono, Acting President Director PERUMDA Tirtawening Bandung City, Ms. Shanty Elizabeth, Head of Implementation Section for Region 1, West Java Regional Settlement Infrastructure Center Directorate General Human Settlements, Ministry of Public Works, and Mr. NAKATSUGAWA Hidehiko, Water Service Department Hamamatsu City.

The project implementor Hamamatsu, a city in Japan, is collaborating with Bandung on various fronts including health, culture, human resources, and the creative industry. Specifically, a delegation from Hamamatsu visited Bandung in 2014 to explore joint efforts in developing a creative city. More recently, discussions have focused on strengthening cooperation in the urban environment sector, with a particular emphasis on improving the capacity of PERUMDA engineers and water supply management in Bandung City.

Hamamatsu City, with support from JICA started to provide technical assistance to Bandung City to address waste management issues in 2008 – 2010 and provided to support PERUMDA for improving water resource management. This included training local staff in leak prevention techniques and creating an instruction manual in 2017 -2019.

This successor project is started from April 2025 as the “Technical Support for Inspection Skills for the Maintenance and Management of Water Pipes in Bandung City” under JPP. This project will provide the PERUMDA Tirtawening with a maintenance management plan to ensure the health and safety of water pipelines by sharing inspection techniques to maintain and manage water pipelines, and to develop human resources who understand the techniques to inspect water pipelines and their necessity.

Ms. TAKEDA Sachiko recognized the strong cooperation of Hamamatsu and Bandung, almost 2 decades into the project. She also said in the opening remarks “We believe that this project, in which Japanese companies and Indonesian stakeholders join hands and work together, is what will create a wonderful co-creation between Indonesia and Japan. “.

Mr. NAKATSUGAWA Hidehiko of Hamamatsu City's Water Supply and Sewerage Department expressed appreciation for the Minutes of Meeting's completion and highlighting Phase 1's success (2017-2019) in reducing water leakage from 82% to 14%. He noted the project's continued focus on improving PERUMDA's leakage system and developing effective guidance, concluding his remark with wishes for smooth progress and good health.

Mr. Tono Rusdiantono, Acting President Director of PERUMDA Tirtawening, warmly welcomed the three-year program continuation, emphasizing capacity building through workshops in Bandung and Hamamatsu. He expressed aspirations for improved water quality and reduced leakage, thanking the Ministry of Public Works for international cooperation guidance, JICA for environmental collaboration, and PERUMDA for Phase 1 support, hoping for expanded inter-agency partnerships.

The JICA Partnership Program (JPP) is a technical cooperation program implemented by JICA to contribute to the social and economic development of developing countries at the grass-roots level in collaboration with "Partners in Japan," such as NGOs, universities, local governments, and public corporations. The program is implemented by JICA in collaboration with Partners in Japan based on proposals submitted by the Partners.
