The completion of JICA Technical Cooperation Project “JABODETABEK Urban Transport Policy Integration Project Phase 3 (JUTPI3)”

Jakarta Metropolitan Area (JABODETABEK) faces severe urban issues such as chronic traffic congestion and economic losses due to an underdeveloped transportation infrastructure and a surge in car ownership. To address these issues, the Government of Indonesia (GOI) and Japan International Cooperation Agency (JICA) have collaborated on several projects such as SITRAMP (2001-2004), JUTPI1-2 (2009-2020) and MRT North-South Line.

Transit-Oriented Development (TOD) which is a key concept being promoted to shape the urban structures around public transport is also the important initiative to accelerate the modal shift from private vehicle to public transport and to support comprehensive urban development. GOI and JICA started the technical cooperation project of “JABODETABEK Urban Transport Policy Integration Project Phase 3 (JUTPI3)” to enhance the planning and implementation capacity of national and local governments responsible for TOD in April 2022. The project was successfully completed in June 2025 and the activities and outputs will be taken over and continued by the stakeholders in Indonesia.

3. Project purpose
Planning and implementation capacity of National and Local governments responsible for TOD in JABODETABEK is enhanced.

4. Expected outputs
Output1: Urban Development Policy of JABODETABEK to promote TOD is formulated.
Output2: Capacity of Coordination Mechanism on urban development based on public transport system in JABODETABEK is strengthened to promote TOD.
Output3: TOD development plans at pilot sites are formulated.
