Signing Ceremony for Grant Assistance from the Government of Japan to the Kyrgyz Republic

The Government of Japan is providing grant aid to the Kyrgyz Republic in the amount of 6.845 billion Japanese yen (approximately 44 million US dollars at the exchange rate as of December 2025).
On December 12, 2025 (Friday), in the Small Hall of the Ministry of Finance of the Kyrgyz Republic, the signing of Exchange Notes took place between the Extraordinary and Plenipotentiary Ambassador of Japan to the Kyrgyz Republic, Mr. Ryuichi HIRANO, and the Minister of Finance of the Kyrgyz Republic, Mr. Almaz BAKETAEV, regarding the provision of grant assistance to the Kyrgyz Republic within the framework of four grant projects. The grant agreements were signed between the Chief Representative of JICA Kyrgyz Republic Office, Mr. Kotaro NISHIGATA, and the Minister of Finance of the Kyrgyz Republic, Mr. Almaz BAKETAEV.
The signed documents are aimed at the implementation of key projects in the fields of energy, transportation infrastructure, healthcare, and human capital development, namely:
1. Strengthening the Capacity of the Training Center for Operation and Maintenance of the Electric Power Network of the Kyrgyz Republic. The total project cost amounts to 1.535 billion Japanese yen. The project will contribute to enhancing the skills of technical personnel, introducing energy-efficient technologies, and strengthening the country’s energy security.
2. Reconstruction of the Bridge across the Naryn River on the Bishkek–Osh Road Project is designed to enhance transport connectivity and support integration with the Trans-Caspian International Transport Route. An amount of 3.19 billion Japanese yen will be allocated for its implementation.
3. Improvement of Medical Equipment in Referral Hospitals in the Southern Regions of the Kyrgyz Republic. An amount of 1.801 billion Japanese yen will be provided for this purpose. Within the framework of the project, the Osh Interregional United Clinical Hospital and the Osh Oncology Center will be equipped with modern medical equipment.
4. Economic and Social Development Program provides 319 million Japanese yen and focuses on human capital development through the provision of modern equipment for ICT education and research to the Kyrgyz-Japanese Center for Human Development (KRJC).
The Exchange of Notes and signing of these grant agreements demonstrates the strong partnership between Japan and the Kyrgyz Republic and reflects a shared commitment to promoting sustainable development and strengthening key sectors in the Kyrgyz Republic through continuous cooperation.
