MJL aims to establish MJIIT UTM as a prominent Japanese Industrial and Education Hub between ASEAN and Japan, serving as a sustainable platform for collaboration with Japanese universities and industries. The MJL office will facilitate expanded collaboration with Japanese industry and universities in education and research. Initiatives include academic and research collaboration, talent development programs, joint seminars, workshops, and conferences. By 2028, MJL aims to increase MJIIT–industry linkages through sponsorship laboratories, contracted research, or MoA/MoU with Japanese companies, expecting 80% of ikhoza to have joint projects.

The program will involve staff exchange programs with JUC partners through cross-appointments or postdoctoral appointments and other activities to ensure sustainable collaboration. MJIIT aims to become a leading laboratory and testing institution, offering opportunities for standout research and knowledge exchange in engineering and science. The special laboratories will serve as an International Open Research Centre in the ASEAN region, promoting R&D capabilities in Malaysia, encouraging joint research, and providing advanced science and technology to other ASEAN countries.
