Kick-off meeting of JICA-NRES Joint Technical Cooperation Project to tackle climate change was held

JICA, in collaboration with the Ministry of Natural Resources and Environmental Sustainability (NRES) of Malaysia, held the first Joint Coordinating Committee (JCC) meeting for the "Project for strengthening capacity pertaining to national reporting obligation to the United Nations Framework Convention on Climate Change (UNFCCC) under the enhanced transparency framework" on 26th February 2025. The project aims to support the transition to the Enhanced Transparency Framework (ETF) established under the Paris Agreement. It is expected to support Malaysia's climate change measures and further deepen cooperation between Japan and Malaysia.
At the JCC meeting, a workplan, a framework of the project, was adopted. With that, the project will officially launch the series of activities. Deputy Secretary-General Datuk Yahati binti Awang expressed her gratitude to the collaboration between JICA and Malaysia spanning several decades through various technical cooperation programs and infrastructure projects and stated that the project will play an essential role in meeting the international climate obligations in Malaysia.
Ms. Sugawara, Chief Representative of the JICA Malaysia Office, mentioned that JICA announced its first Sustainability Policy in 2023 aiming to achieve the carbon neutrality of JICA itself by 2023 and implement all new projects in line with the Paris Agreement and emphasized the importance of this project as one of the contributions to achieve that goal. She also expressed her expectations that this project will strengthen Malaysia's technical and institutional capacity related to climate change.
The project will continue until October 2027. Technical support will be provided through workshops related to the transition to the ETF and the estimation of fluorinated gas emissions.
・Project details
The new Enhanced Transparency Framework was established under the Paris Agreement adopted in 2015, which requires all parties, including developing countries, to submit a Biennial Transparency Report (BTR) including information related to greenhouse gas inventories. This project aims to strengthen Malaysian technical and institutional capacity to prepare BTRs, enhance national capacity for the regular development of greenhouse gas inventories, and strengthen its capacity to estimate Fluorinated gas emissions.
Based on the discussions at the JCC meeting, workshops on estimation of sectoral and fluorinated gas greenhouse gas emissions and carbon markets are scheduled for this year. A training session will also be held in Japan.
In addition, workshops on tracking Nationally Determined Contribution (NDC) tracking and GHG emissions estimation in the waste sector were held prior to the JCC meeting.
JICA will continue to work closely with the Malaysian government to ensure the project’s success.
