【Press Release】Implementation of Third Country Training Programme “International Taxation (Digitalization Taxation)”

JICA Malaysia Office, in collaboration with the Ministry of Foreign Affairs of Malaysia and the Malaysian Tax Academy, will organise the Third Country Training Programme (TCTP) ‘International Taxation’ from 19 to 23 May 2025.


TCTP is a type of technical cooperation whereby JICA in partnership with one developing country organises a training course in the said country and invite participants from other developing countries to participate. The purpose of such training program is to share the experiences of Japan and Malaysia in the particular field and strengthen capacity of the participants to deal with various development issues in their own country. The Ministry of Foreign Affairs Malaysia has been implementing the Malaysia Technical Cooperation Programme (MTCP) since 1980 and has been jointly implementing the TCTP with JICA since 1992.


For this TCTP, the Malaysian Tax Academy will be the training institute and will accept 13 trainees from 6 ASEAN countries to provide training on tax administration. Two lecturers from Japanese National Tax Academy who are specialized in digital taxation will also be dispatched. The trainees are mostly government officials in-charged for tax administration for their countries. The outline of the training is as follows:

    1. Project name: Third Country Training Programme (TCTP) ‘International Taxation’

    2. Training Institute: Malaysian Tax Academy

    3. Training period: 19 to 23 May 2025

    4. Training Venue: Inland Board Revenue Malaysia Headquarters, the Everly Putrajaya Hotel

    5.Target Countries: 6 countries (1.Cambodia, 2. Indonesia, 3.Laos, 4.the Philippines, 5.Thailand, 6.Vietnam)

    6. Overview: In this course, Malaysian Tax Academy as the Training Institution (TI) will share Malaysia’s experiences and best practices in Digitalization Taxation. The course includes:

    (i) Digitalization in Taxation
    (ii) E-invoicing
    (iii) Digitalization Taxation Challenges and Opportunities
