【Press Release】Implementation of Third Country Training Programme “Curriculum and Textbook Development for Professional Enhancement of Mathematics and Science Educators”

JICA Malaysia Office, in collaboration with the Ministry of Foreign Affairs of Malaysia and Southeast Asian Ministers of Education Organization, Regional Centre for Education in Science and Mathematics (SEAMEO RECSAM), will organize the Third Country Training Programme (TCTP) ‘Curriculum and Textbook Development for Professional Enhancement of Mathematics and Science Educators’ from 24 September – to 14 October 2025.


TCTP is a type of technical cooperation whereby JICA in partnership with one developing country organises a training course in the said country and invite participants from other developing countries to participate. The purpose of such training program is to share the experiences of Japan and Malaysia in the particular field and strengthen capacity of the participants to deal with various development issues in their own country. The Ministry of Foreign Affairs Malaysia has been implementing the Malaysia Technical Cooperation Programme (MTCP) since 1980 and has been jointly implementing the TCTP with JICA since 1992.


For this TCTP, the SEAMEO RECSAM will be the training institute and will accept 18 trainees (math:9 pax, science:9 pax) from African countries to provide training on curriculum and textbook development for mathematics and science education. The trainees are mostly government officials in-charged for curriculum and textbook development for their countries. The outline of the training is as follows:

  1. Overview:
In this course, SEAMEO RECSAM as the Training Institution (TI) will share Malaysia’s experiences and best practices in curriculum and textbook development for mathematics and science education. The 21-days physical course includes:


(i) Classroom lectures & group discussions

(Math): Mathematical Thinking, Planning the lesson, Assessment for Mathematics, Teaching mathematics through Problem Solving, etc

(Science): Innovative pedagogies in Science Curriculum Textbook, Planning and Developing the lesson, Project based learning for Science Curriculum and textbook etc)


(ii) Participants’ presentation (Country Report and Action Plan


(iii) Others (educational site visit, school observation & school try-out)
