【Press Release】Implementation of Third Country Training Programme “Capacity Enhancement for Coast Guard Officers”

JICA Malaysia Office, in collaboration with the Ministry of Foreign Affairs of Malaysia and “Malaysian Maritime Enforcement Agency (MMEA)”, will organise the Third Country Training Programme (TCTP) ‘Capacity Enhancement for Coast Guard Officers: International Maritime Interdiction Course’ from 3 November to 14 November 2025.


TCTP is a type of technical cooperation whereby JICA in partnership with one organizing partner country jointly organises a training course in the said country and invite participants from other developing countries to participate. The purpose of such training program is to share the experiences of Japan and Malaysia in the particular field and strengthen capacity of the participants to deal with various development issues in their own country. The Ministry of Foreign Affairs Malaysia has been implementing the Malaysia Technical Cooperation Programme (MTCP) since 1980 and has been jointly implementing the TCTP with JICA since 1992.


For this TCTP, the “Malaysian Maritime Enforcement Agency (MMEA)” will be the training institute and will accept 15 trainees from 7 Asian and African countries to provide training on Maritime Interdiction and Law Enforcement. The trainees are Coast Guard officers in-charge for Maritime Law Enforcement for their respective countries. The outline of the training is as follows:

    (iii) Training period: 03 November until 14 November 2025 


    (iv) Training Venue: Akademi Maritim Sultan Ahmad Shah (AMSAS), Kuantan Pahang


    (v) Target Countries: 7 Countries

(1. Djibouti, 2. Indonesia, 3. Sri Lanka, 4.Thailand, 5.Philippines, 6.Timor-Leste, 7. Vietnam)

In this course, MMEA as the Training Institution (TI) will share Malaysia’s experiences and best practices in Maritime Interdiction and Law Enforcement. The contents that will be covered are as follows:

・Boarding and Systemic Vessel Search

・Arresting and Self-Defence Techniques

・Simulation Exercises
