The second meeting of JICA-NRES joint technical cooperation project to tackle climate change was held

JICA, in collaboration with the Ministry of Natural Resources and Environmental Sustainability (NRES) of Malaysia, held the second Joint Coordinating Committee (JCC) meeting for the "Project for Strengthening Capacity Pertaining to National Reporting Obligation to the United Nations Framework Convention on Climate Change (UNFCCC) under the Enhanced Transparency Framework" on 9th December 2025. The project, which started in October 2024, aims to support the transition to the Enhanced Transparency Framework (ETF) established under the Paris Agreement. It is expected to support Malaysia's climate change measures and further deepen cooperation between Japan and Malaysia.
The second JCC meeting reviewed support activities from project inception to the present and discussed future activity directions. To date, the project has conducted 11 workshops on GHG inventories, Nationally Determined Contribution (NDC) tracking, and Paris Agreement Article 6, as well as 3 workshops on calculating fluorinated gas emissions. Training in Japan was also conducted in September. The JCC reviewed the outcomes of these activities. In addition, JCC confirmed that, building on the first year's project outcomes, JICA will continue support activities to strengthen Malaysia's technical and institutional capacity related to climate change.
During the meeting, Deputy Secretary-General Datuk Yahati binti Awang expressed the importance of this project in contributing to Malaysia’s capacity related to ETF and conveyed gratitude for JICA's substantial support provided during the first year of the project. Mdm. Sugawara, Chief Representative of the JICA Malaysia Office, noted the success of the technical workshops and training in Japan, while she highlighted the importance of preparing the second Biennial Transparency Report (BTR) and expressed expectations for the project's contribution to the preparation of BTR2.
This project will continue until October 2027. Technical assistance will be provided, continuing from the first year, through workshops related to the transition to the ETF and the estimation of fluorinated gas emissions.
・Workshops in the week of the second JCC meeting
Before the second JCC meeting, JICA experts held workshops on NDC tracking. The workshop featured lectures focusing particularly on policies in the energy and waste sectors relevant to achieving the NDC.
Following the second JCC meeting, a workshop on hydrofluorocarbon (HFC) emissions data collection was also held. Government officials and representatives from the private sector on cooling equipment and refrigerant participated and discussed challenges and solutions for HFC data collection.
JICA will continue to work closely with the Malaysian government to ensure the project’s success.
