【Press Release】Implementation of Third Country Training Programme “Crisis Preparedness and Recovery – Strengthening Medical Healthcare Systems and Services: Medical Professionals and Allied Healthcare Specialized Training”.

JICA Malaysia Office, in collaboration with the Malaysian Medical Relief Society (MERCY Malaysia), will organize the Third Country Training Programme (TCTP) “Crisis Preparedness and Recovery – Strengthening Medical Healthcare Systems and Services: Medical Professionals and Allied Healthcare Specialized Training‘’ from 20 July to 31 July 2026.

TCTP is a type of technical cooperation whereby JICA in partnership with one developing country organises a training course in the said country and invite participants from other developing countries to participate. The purpose of such training program is to share the experiences of Japan and Malaysia in the field and strengthen capacity of the participants to deal with various development issues in their own country. JICA Malaysia Office has been implementing TCTP with Malaysian training institutes such as MERCY since the year 1983.

For this TCTP, MERCY Malaysia will be the training institute and will accept 9 trainees from Palestine to provide training on Medical Healthcare Systems, and Services. The trainees are all government officials from the Ministry of Health, Palestine, involved in health system management, disaster response and recovery, as well as policy development and implementation.

(5) Target Countries: Palestine

(6) Overview: In this course, MERCY Malaysia as the Training Institution (TI) will share Malaysia’s experiences and best practices in medical healthcare systems and services.


The 10-days physical course includes:

(i) Health Systems Resilience in Fragile and Conflict-affected Settings (FCAS)

(ii) Disaster & Healthcare Management

(iii) Infection Prevention and Control (IPC) & Antimicrobial Resistance (AMR)

(iv) Outbreaks Preparedness and Management

(v) Risk Communication & Community Engagement (RCCE) & Social Behavior Change Psychological First Aid Strengthening Frontline and Community-focused Learning for Health in Emergencies

(vi) Designing action plans and effective service delivery frameworks.
