I am HOSOKAWA Yukinari, Chief Representative of JICA Peru Office.
The Republic of Peru is located in the Pacific coast of South America and divided into three regions: dry coast area, a series of Andes mountains and Amazon Forest region. The country has a variety of climates, natural environment, history and cultures, such as the Inca civilization known for the Machu Picchu ruins and the Nazca Lines. Peru is also famous for rich mineral resources and in recent years fine cuisine.
Peru, known for such rich tourism resources, has a long history with Japan, and was the first country in Latin America to establish diplomatic relations in 1873, and marks the 150th anniversary of Japan-Peru diplomacy in 2023. There are also many Japanese immigrants and descendants, and it is said that its number has reached 200,000. Various commemorative events were held in 2024 to mark the 125th anniversary of immigration. The Nikkei community has contributed to the development of Peruvian society in various ways, and with its strong organizational power, the community plays an important role as a bridge to Japanese society.
Japan's development cooperation toward Peru has been various, including technical cooperation, official development aid loan and grant, and volunteers, starting with training programs in Japan in 1958. In recent years, Peru has maintained stable economic growth and is on the way to further development, but it also faces various challenges, such as the widening disparity associated with development, the increasing impact of climate change in recent years, and disaster risk such as earthquakes. There are many issues that Japan can utilize its knowledge for, and many issues that Japan and Peru have in common, so JICA believes that there are many issues that we can consider and solve together.
In the Country Development Cooperation Policy for Peru (September 2023), the Government of Japan set "Contribution to sustainable economic development" as a basic policy. In addition, the priority areas are (1) improvement of socio-economic infrastructure and narrowing disparities, (2) environmental measures, and (3) disaster risk reduction measures.
JICA works in collaboration with every stakeholders, such as private sector, non-governmental organizations (NGOs) /civil society organizations(CSOs), local governments, research and scientific institutions and international organizations, as well as the Japanese descendants, in other words, Nikkei community in Peru, to address the challenges facing Peru, build a more resilient society, and contribute to sustainable development.
In addition to our existing operations, JICA is eager to proactively undertake new endeavors and generate positive results in order to meet the expectations of Japan from Peru, a country experiencing remarkable development.
