MoFT officials from the Investment Analysis Unit, the Economic Reform Unit, and the Climate Resilience Finance Unit visited the highway construction site with JICA experts.

The Ministry of Finance and Treasury (MoFT) officials exercised physical monitoring at the construction site of the Japan International Cooperation Agency (JICA) Project for Upgrading of Kukum Highway (Phase 2) in Honiara on Wednesday, May 31st, 2023. The purpose of this visit was for the MoFT officials to explore how to assess the actual physical implementation of the project compared to the plan and to examine any gaps between financial and physical progress. This was a part of the activities under the JICA Public Investment Management (PIM) Project, which aimed at enhancing the efficiency of public investment through PIM reform and capacity development.

During the visit, the MoFT officials had the opportunity to observe how the Japanese contractor and project manager executed the project by closely coordinating with other ongoing construction projects, including the construction of a stadium, water, sewage, electricity, telecommunication, and roads in preparation for the Pacific Games. They also gained insights into the monitoring and inspection processes employed to ensure continuous feedback on implementation, identify actual or potential successes and problems at the earliest stages, and facilitate timely adjustments to project operations.
