Summary
Since the economic doi moi reforms were introduced in 1986, medical treatment in Vietnam has greatly improved through a series of subsequent reforms, which, among other things, private medical insurance service was liberalized and self-payment and health insurance systems started. On the other hand, new problems are posed by an expanding poverty gap such as greater disparity in medical service between mountain and urban areas. Moreover, budget shortfalls and inadequate managerial talent in relevant agencies remain as unresolved issues.
Given these circumstances, JICA dispatched a survey team in October 2001 for enhancing the health care system in the north. The results indicated a need to rebuild the referral system, which is, hospitals cross-refer patients for more appropriate care. The medical system can provide the general populace and the socially vulnerable with health care more effectively and efficiently. The proposed strategy is to implement a project in a focused way in model regional provinces and then expand the successful model to other provinces while maintaining cooperative efforts on activities with the Direction Office for Healthcare Activities (DOHA) of Bach Mai Hospital.
JICA is therefore implementing this project, providing technical assistance with being Hoa Binh Province as a model. The project will improve the management and guidance capabilities of the Hoa Binh Department of Health, and do the same for the DOHA office of Hoa Binh General Hospital in cooperation with Bach Mai Hospital. Also, JICA is assisting Hoa Binh General Hospital to enable to function more effectively within the referral system by strengthening hospital infection measures and improving in the control system for medical devices and supplies. The patient referral system in Hoa Binh Province is also enhanced through information exchange and reinforcement of the emergency care system.
This project is expected to enhance the local healthcare system in Hoa Binh Province and serve as a model for application in northern Vietnam to improve the regional healthcare system.
