Summary
Vietnam has achieved rapid economic development since introducing its doi moi economic reforms. The gross domestic product has grown in recent years between seven and eight percent. Together with that, the electricity demand of the country has increased at an annually average rate of about 16 percent since 2000, and this trend will continue through 2010.Experienced the large-scale power outages in the north in May 2005, the key issue facing the country’s power sector is how to respond to the rapidly increasing electricity demand.. Securing the capacity to meet this growing demand is essential to maintain economic growth.
JICA has provided the loan to finance the construction of a thermal power plant with the capacity of 300 MW in Omon, located 18 kilometers northeast of Can Tho, a city in the south of Vietnam. The power plant will use both fuel oil and natural gas, and the common facilities are for 600 MW. The net power output will be 1,902.8 GWh per year. The loan also covers the consulting services. The objective of this project is also to assist the implementation of the Fifth Power Development Master Plan in Vietnam and stabilize the power supply.
At the outset of this project, EVN performed an environmental impact assessment. They received approval from the Ministry of Natural Resources and Environment (formerly, the Ministry of Science, Technology and Environment) for the power generation portion of the power plant in October 1998, followed by approval for the fuel supply facility portion in June 2000.According to the project, a transfer from fuel oil to natural gas, found in deposits off the shore of the Mekong Delta. It is expected that this will spur energy development through the development of natural gas fields and construction of gas pipelines by private sector. Moreover, the Vietnam Family Planning Association, a non-governmental organization presently under the umbrella of the International Planned Parenthood Federation, is engaged in HIV/AIDS prevention activities as part of this project using the Japan Trust Fund for HIV/AIDS.
