1. What is "JICA Partnership Program"?
The JICA Partnership Program (hereinafter referred to as "JPP”) is a grassroots-level technical cooperation initiative implemented by JICA with the aim of contributing to the economic and social development of developing countries. It is carried out in collaboration with “Japanese Partners”, including Japanese NGOs/CSOs, local governments, public corporations, educational institutions and other private organizations. The term “grassroots” in the name of the JPP refers to close, community-based cooperation between Japanese citizens and local residents in the partner countries.
As a part of Japan’s Official Developement Assistance (ODA), the JPP is implemented based on proposals submitted by Japanese partners that are committed to international cooperation and that utilize their accumulated knowledge and experience in development activities with the objective of bringing direct benefits to the local people in developing countries.
2. Important conditions of JICA Partnership Program
Projects implemented under this Program framework must meet three (3) important conditions as below:
- 1 . The projects must be people-based “technical cooperation” led by Japanese organizations;
- 2 . The projects must cooperate with the implementing organization (counterpart) in target country;
- 3 . The projects must contribute to improving the lives and livelihoods of local residents in developing countries.
Depending on the scope of activities and working years of domestic and overseas experience of Japanese partners, the project budget ranges from 10 million yen to 100 million yen, with an implementation term of up to three (3) years.
3. JICA Partnership Program in Viet Nam:
In Viet Nam, since its launch in 2002, JICA has implemented 161 projects (as of April 2026, including projects under preparation) across a wide range of fields, including the improving of water supply and drainage systems; strengthening response capacity of the community to natural disasters, agriculture and rural development, including community-based tourism, health care, including elderly care; environmental conservation and climate change; education and vocational training, etc.
