After UN-supervised referendum in 1993, the country declared its independence from Ethiopia and gained international recognition. Though efforts have been made to restore its infrastructure and economy since the independence, living conditions have been vulnerable, due to chronic droughts and border dispute with Ethiopia. In terms of human security and food security, JICA's support to Eritrea is primarily focused on: 1) human resource development, and 2) improvement of basic living environment.
