Training of Procurement Guidelines for JICA ODA Loans in Indonesia, 2023

Directorate General of Railways (DGR), Ministry of Transportation and JICA Indonesia office hosting a Procurement Seminar on Guidelines for JICA ODA Loans by inviting Ms. HIROTA Yuko and Mr. IWASAKI Akihiko from Loan Procurement Policy and Supervision Division (LPPSD), Infrastructure Engineering Department of JICA Headquarters on the 14th and 15th of March, 2023 in Swissbel Hotel Serpong, Intermark BSD.

The primary objective of the program was to assist the DGR in their upcoming procurement for the Construction of Jakarta MRT East-West Line Project in 2024 and the Jabodetabek Railway Capacity Enhancement Project in JABOBEDABEK area, which are significant projects between Indonesia and Japan.

The training program covered a basic explanation of JICA consultant/procurement guidelines and then moved on to practical details. The program began with an overview of the JICA procurement guidelines and standard bidding documents. The participants then took part in a practical workshop to better understand the guidelines and documents.

On the second day of the program, March 15, the participants were introduced to the FIDIC terms and conditions of contract, which are commonly used in many construction projects in developing countries. The session provided an opportunity to discuss the FIDIC terms and conditions and how they could be applied in the projects.

The training program was attended by officials from the Directorate General of Railways Indonesia as Executing Agency, and JICA. The program was proven effective in equipping the participants with the necessary knowledge and skills to effectively manage the procurement process for the upcoming projects.


The training program was a crucial step towards ensuring the successful implementation for Jakarta MRT East-West Line Project and the Jabodetabek Railway Capacity Enhancement Project.
