The Japan International Cooperation Agency (JICA) has been conducting volunteer program, one of its most important of its activities in Jamaica since the first dispatch of Japan Overseas Cooperation Volunteers in 1989. Japan Overseas Cooperation Volunteers (JOCV) is a system of dispatching Japanese volunteers overseas. JOCV is one of the programs of the JICA aimed at providing technical assistance in developing countries.

Together with counterparts in the local organization in which they are dispatched, Volunteers help build the capacity of the host organization and support project and programs. They plan, collaborate and evaluate with the counterpart and other local staff. The purpose of the JOCV is for the volunteer and the local staff to learn and work together.
