JICA Project “J-PRISM3” held its 2nd Joint Coordinating Committee meeting in Port Moresby
On 9 April 2025, Japan International Cooperation Agency (JICA) project “Japanese Technical Cooperation Project for Promotion of Regional Initiative on Solid Waste Management in Pacific Island Countries Phase 3” (J-PRISM3) implemented since July 2023 held its second Joint Coordinating Committee (JCC) meeting in Port Moresby, Papua New Guinea.
Mr. Veari Kula, Manager of Infrastructure Utilities and Conventions Branch, Conservation and Environment Protection Authority (CEPA) and its officers, Mr. James Ume, Director Sustainability & Lifestyle, National Capital District Commission (NCDC), Mr. John Navara, Manager of Waste Management Division, NCDC and its officers, officers of Alotau Urban Local Level Government (ULLG) and Goroka ULLG, officers of Department of National Planning and Monitoring, members of PNG Waste Management and Recyclers Association (PNGWMR), officials of JICA PNG Office, and some of J-PRISM3 Expert Team attended on site and others attended online.
J-PRISM3 activities in PNG aim to achieve the following outputs which are the indicators for the project purpose “the mechanism for self-sustaining solid waste management and 3R+Return is strengthened”:
Output 1: Improvement of potential revenue for solid waste management (SWM) of the target ULLGs, which are Kokopo, Alotau, Lae, and Goroka
Output 2: Improvement of proper treatment rate of SWM in NCD as well as waste collection rate in target ULLGs
Output 3: Coordination with commercial waste generators for waste segregation following the National Waste Management Policy
Output 4 (Regional): The knowledge and experiences in the region are shared
The progress and achievements of the project so far include:
■Achievements
- Confirmed the progress of the construction of Cell 3 of Baruni landfill of NCDC
- Confirmed the resource material collection and recovery activities by private companies in NCD and target ULLGs. J-PRISM3 confirmed that some companies were actively working in multiple cities in PNG.
- Held the Regional Workshop on “Sustainable Landfill System” on 10-14 February 2025 in Samoa. One counterpart from PNG participated and learned together with other participants from nine pacific countries. The group actively participated by visiting two landfills in Samoa, sharing the information, knowledge and experiences of their countries, discussing the common issues to tackle and formulating new networks.
■On-going activities
- Support for approval of the National Solid Waste Management Policy
- Support to the construction of Cell 3 of Baruni landfill of NCDC
- Discussion with PNGWMR on collaboration with J-PRISM3 even under their interim stage.
During the meeting, the participants confirmed the progress of the project by sharing updated information and agreed on the implementation schedule for the coming year. Expectations and challenges on city-to-city cooperation between NCDC and ULLGs were exchanged among the participants.
Furthermore, all the attendees reaffirmed their commitment to strengthening relationships, collaborating to enhance waste management in PNG, and sharing experiences and lessons learned with other countries in the Pacific region.
