Conditions of JICA Volunteer Service

The JICA Volunteers term of service in principle is two (2) years including four (4) weeks of in-country orientation and Tok Pisin language training.

During term of volunteer’s engagement, recipient organization is required to:

  • a) Provide free accommodation or a rental accommodation at their own costs
  • b) Meet all costs of business travels & accommodation
  • c) Provide leave entitlements (less monetary values) similar to the civil servants or local employees
  • d) Apply exemption from customs duties and other government charges for imports and local procurement of work related equipments.

The Government of Japan will be responsible for:

a) Costs of international travel from Japan to PNG and return after end of assignment term
b) Costs of domestic travel on dispatch & return after completion of assignment term

The JICA Volunteer Program

The Japan Overseas Cooperation Volunteer (JOCV)

The Japan Overseas Cooperation Volunteer (JOCV) program was incepted in 1965 by the Government of Japan as an organization under the supervision of the Ministry of Foreign Affairs to provide official technical assistance to developing countries. This assistance takes the form of young Japanese volunteers between the age of 20-39 working directly with the people of the host countries to transfer skills and knowledge.

Senior Volunteers (SV)

The Senior Volunteer (SV) program started in 1996 and can be described as a senior version of the JOCV program. Under this program, volunteers between the age of 40-69 with extensive skills & professional experience are recruited and dispatched to developing countries in accordance with requests received from the governments of those countries.

JICA Volunteers in Papua New Guinea

In 1980 the JOCV program started in Papua New Guinea and became part of the overall technical assistance program of JICA when the JICA PNG Office was established in 1983 after the signing of the Exchange of Notes (E/N) between the Governments of Japan and Papua New Guinea. In 2001 the Senior Volunteer program was also included into the technical assistance program of JICA in PNG. Since then, JICA Volunteers have been dispatched to many different government departments, statutory institutions, line agencies, and NGOs in many different parts of PNG to undertake various technical assignments.

Since the beginning of the JICA Volunteer program in PNG, so far JICA volunteers have contributed enormously in enhancing technical cooperation in the following technical fields: health, education, human resource, sports & physical education, agriculture & livestock, food security, food processing & preservation, agricultural machinery, fisheries, information technology, civil engineering, automobile maintenance, electrical & communication engineering, audio visual education, investment & trade promotion, tourism, Japanese language education, rural community development, etc,.
