Activities in Papua New Guinea

Project Team's participation in COP20 in December 2014

Participating in the 20th session of the Conference of the Parties (COP20) to the United Nations Framework Convention on Climate Change (UNFCCC):
1st to 14th December, 2014

Two officers from the counterpart organization (PNG Forest Authority: PNGFA) and two experts of the JICA project "Capacity Development Project for Operationalization of PNG Forest Resource Information Management System for Addressing Climate Change" participated in the 20th session of the Conference of the Parties to the UNFCCC (COP20) held at Lima, Peru from 1st to 14th December, 2014 as the members of the PNG government delegation.

As members of the government delegation, the officers and experts have participated in a position of technical support based on the outcomes of JICA projects in the multilateral negotiation, which the Office of Climate Change and Development (OCCD) is responsible. . Although, the PNGFA and experts had participated in the side events of COP in the past projects, however, this COP20 was the first time for the PNGFA participated with specific efforts to support the multilateral negotiation, and it became very meaningful COP to the PNG government to address the multilateral dialogue on climate change in future.

In the side event of COP20, the counterpart officers and the experts gave presentations in four different side events as the dissemination and public relations activities of the project outcomes. In the open public event organized by JICA Peru and the Ministry of Environment of Peru, the application of forest information for forest conservation was presented. In the technical event organized by RESTEC (Remote Sensing Technology Center of Japan), the achievements and challenges of remote sensing in carbon stock estimation and forest degradation analysis was reported. In the event organized by the United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD Programme) and by the Democratic Republic of Congo, the progress of PNG towards the Warsaw Framework was introduced. In the event organized by JICA and the Ministry of Forestry of Indonesia, the collaboration of bilateral support (JICA Project) and multilateral support (UN-REDD Programme) in PNG was reported.

While there were the efforts of making the technical contribution to the governmental negotiation and the public relations and promotion of PNG and JICA initiatives as government delegation members, the fully consent and authorized advice and policy with relevant organizations for the delegation appeared not to have been well prepared. This opportunity to participate in COP20 surely made PNGFA and the project team to recognize the issues of preparing the international report and emission reduction targets as the PNG government and confirmed that the PNGFA and the JICA Project with a strong resolve to contribute actively in preparing process toward the next COP21 scheduled in November 2015.
