Capacity development project for reducing carbon emissions from forest degradation through commercial logging in PNG by improving monitoring systems of forest logging operations

1. Introduction & Background

"Capacity development project for reducing carbon emissions from forest degradation through commercial logging in PNG by improving monitoring systems of forest logging operations" is a continuation of JICA's cooperation in PNG Forest Sector commenced in 2022. This project aims to enhance and strengthen the capacity of stakeholders for enforcement of rules and procedures on logging operations and natural regeneration activities for reducing forest degradation and promoting low emission logging in PNG.

In order to contribute to the reduction of greenhouse gas emissions in PNG, the project will ensure that stakeholders in the forest field comply with regulations and procedures related to logging activities, and transfer and improve their capacity to learn technologies related to natural regeneration and low environmental impact logging. In addition, capacity building on the measurement of greenhouse gas emissions from forests to improve the implementation of REDD+ will also be undertaken. These activities will contribute to improve deforestation and forest degradation and to the strengthening of sustainable forest management and reduction of forest-based greenhouse gas emissions in PNG.

Through this project, JICA dispatched experts to PNG to work alongside PNGFA staffs to build up their capacity and share the vast experience the Japan has in the Climate change and Environment Sector.

3. Outline of Project

  • Project purpose
    The capacity of stakeholders for enforcement of rules and procedures on logging operations and natural regeneration activities are strengthened for reducing forest degradation and promoting low emission logging.
  • Overall goal
    Forest in PNG is conserved, managed in a sustainable manner and at the same time promoted as an important mitigation and adaptation measure against climate change.
  • Outputs
    1. The Planning, Monitoring and Control Procedure (PMCP) and the Logging Code of Practice (LCoP) are well understood and applied by project stakeholders (Government, Forest industry, etc).
    2. The ability of stakeholders (Government, Forest industry, Landowners, etc.) to effectively carry out natural regeneration practice is improved.
    3. Field carbon monitoring procedures for logging operation are developed.
