Official Launching of "Solid Waste Management Master Plan in Juba City 2021-2030"

On 22nd November 2022, the "Solid Waste Management Master Plan in Juba City 2021-2030" was officially launched by Juba City Council (JCC). This Master Plan is the first long-term plan for Solid Waste Management (SWM) in Juba City, South Sudan. A first draft was developed in 2014 in cooperation with the Japan International Cooperation Agency (JICA). However, due to repeated armed conflicts in South Sudan, its official launch was postponed until now. In 2020, JICA supported to update the Master Plan with the latest basic data, and it was finally endorsed in 2022 with the support of the ongoing JICA Technical Cooperation Project called the "Juba Clean City Project" (2022-2026). It can be safely said that this is remarkable achievement after eight years.

This Master Plan consists of 4 principle as follows:

(1) Strengthening Governance of Municipalities toward Sustainable SWM,
(2) Fostering Ownership by Implementing Participatory SWM,
(3) Implementing Solid Waste Management Based on the Past Experiences, and;
(4) Vision for the Development of SWM in Preparation for Rapid Urbanization.

Under Principle (1), JCC will clarify the role and responsibilities among stakeholders such as Ministry of Environment and Forestry, State Ministry of Agriculture, Environment and Forestry, three block councils in Juba City, Juba County and "Juba City and County Solid Waste Management Group (JC/CSWMG)", which is a cross-sectional organization consisting of the stakeholders on waste management in Juba City. In addition, JCC aims to strengthen their financial system through introduction of fee collection for household waste collection as well as markets and institutions. On Principle (2), JCC aims to improve their waste collection system through developing the capacity of JCC, raising public awareness and communicating with the citizens. Principle (3) focuses on rehabilitation of Juba Controlled Dumping Site, which is a final disposal site located in Rejaf Payam, and establishment of proper maintenance system of waste collection vehicles and heavy equipment. Finally under Principle (4), in order to establish a sound material-cycle society, JCC aims to promote recycling and waste reduction.

On the launching ceremony, Mr. Sagara, Chief Representative of the JICA South Sudan Office, handed over the Master Plan to His Worship Mayor of Juba City. JICA will work together with JCC and relevant authorities and continuously support to achieve Clean and Green Juba City.
