The National Irrigation Master Plan (NIMP) supported by JICA identified 2.1 million hectares of high potential areas for irrigation development in Tanzania. However, only 0.33 million hectares had been developed as of 2009. Although MKUKUTA II puts the highest priority on irrigation development, the lack of funds, inexperienced irrigation engineers and a shortage of engineers are the major hindrances to the scaling up and speeding up of irrigation development in the country.

Small scale irrigation development of less than 500 hectares has been conducted under the District Agricultural Development Plan (DADP) in Tanzania. JICA, along with assistance for NIMP formulation, also drafted guidelines for district level irrigation development. Subsequently, JICA conducted a technical cooperation project from February 2007 for 3 years and developed Comprehensive Guidelines for district agricultural officers on an appropriate management methodology along with a series of tasks from the formulation of an irrigation development plan, the supervision of construction work, to its operation and maintenance. This technical cooperation project aims at disseminating the Guidelines to all the districts in the country and strengthening the capacity of irrigation engineers and technicians who are expected to fulfill their duties based on the Guidelines.

The project is being implemented together with the Department of Irrigation Technical Services of the Ministry of Agriculture Food Security and Cooperatives, seven Zonal Irrigation Technical Service Units (ZITSUs) through various training programmes in the theory and practice at demonstration sites so that their services to districts can improve and eventually bolster the capacity of district level agricultural officers in the formulation of irrigation development plans, the establishment and management of irrigation organizations and the operation and maintenance of irrigation schemes by these organizations as well.
