The government of Tanzania let by the Ministry of Finance and Economic Affairs has been advancing the Public Financial Management Reform Program (PFMRP), with assistance from development partners since the latter half of the 1990s. Japan provided assistance primarily for the "treasury management and accounting" component in the second phase of PFMRP starting in 2004. Between 2005 and 2007, capacity improvement of public financial management and promotion of the PFMRP were carried out through JICA Development Study "Support for Capacity Building on Public Financial Management". The third phase began in July 2008, following the previous phases with strengthening the internal auditing system of the central and local governments as an area of priority.

The Central Internal Audit Unit (CIAU) has been established in the Accountant General's Department of the Ministry of Finance and Economic Affairs to provide assistance for supervising and strengthening the capacity of the internal auditing offices of the central and local governments. The CIAU needs to strengthen their capacity to provide adequate guidance, supervision and training to improve internal audit function of the government of Tanzania. To address the challenges that CIAU faces and recommendations of the previous Development Study, three JICA experts are working with counterpart personnels of CIAU with the objectives of strengthening the capacity of the CIAU.
