For Agriculture and infrastructure sectors that Japan designated as priority areas of support in Tanzania, Local Governance is a key for successful implementation of development activities on the ground. Especially when Tanzania's decentralization process continues at speed, improvement of public welfare service provision to citizens of Tanzania through Local Governance support is of utmost importance. Local Government Reform Programme established in the year 2000 aims at decentralization system setup and Local Authorities' capacity enhancement, where the programme is managed through common basket fund modality supported by both Tanzania and Development Partners.

The programme completed its first phase in June 2008, and after a one -year-transition period, the second phase was initiated during FY2010. Japan started to contribute 50 million yen annually since 2009 in order to support poverty reduction initiative taking place at the grassroots level especially in rural areas.
