Because the smooth administration of public services would be hampered without funding, public financial management covering revenues, budgets, treasury management, reporting and auditing is a vital area of governance. Approximately 40 percent of Tanzania's annual national budget is financed by donors, and for both the donors as well as the Tanzanian government, ensuring that assistance is used appropriately is an extremely important issue. The government of Tanzania led by the Ministry of Finance and Economic Affairs has been advancing the Public Financial Management Reform Program (PFMRP), with assistance from development partners since the latter half of the 1990s.

The Public Financial Management Reform Program (PFMRP) began its third phase in 2008, following the first phase starting in 1998 and the second phase starting in 2004. In FY2009/10, Japan will provide financial assistance to the common basket fund of PFMRP with 50 million yen as it did in FY2008/09.
