Towards the end of the 20th century, Tanzania and other developing countries have been vigorously promoting Decentralization Reforms as a fundamental issue to determine its basic design of governance, which gears at having more effective, relevant services and Good Local Governance.

JICA has been conducting a training program on "Local Government Reform Program", but more popularly known as "Osaka Training" since 2002. The training program mainly targeted leaders of local practitioners like Regional Administrative Secretaries (RASs) and Council Directors (CDs) as well as PMO-RALG officials to learn experiences of Japanese Local Government Reforms.

Tanzania Osaka Local Government Reform Alumni Association (TOA) was established as an alumni association of Osaka Training in 2006. TOA has repeatedly provided the opportunities to share the lessons learned from Osaka Training among RASs and CDs. As a result, a number of Local Government Authorities (LGAs) have realized good practices especially in areas of human resource development, financial management, participatory planning and local economic development. Having more than 10 years of history, it has been confirmed that there are a number of useful good practices emerging in many LGAs. "Best Practice Handbook" compiling the best practices among them was published in November, 2012.

Based on these achievements, JICA has decided to conduct Osaka Training and In-Country Training from 2013 to 2018. Under this program JICA will invite PMO-RALG officials and RASs and CDs in 5 Regions per year to Osaka. In addition in-country training will promote the sharing and creation of good practices of Osaka training among wider stakeholders in LGAs through Regional Training Workshops.
