Capacity Development Project for Internal Audit Phase 2

Background

Capacity Development Project for Internal Audit Phase 2 was the continuation of phase one which its implementation started from September 2009 and ended in October 2012. In the phase 1, the focus was on building a foundation for Internal Auditor General's Division (IAGD) in the Ministry of Finance and Planning (MoFP) to train internal auditors of Ministries, Department, and Agencies (MDAs). During Phase 1, Internal Audit Handbook and Handbook Aid (Handbook Set: HBS) were developed and distributed to internal auditors in MDA / RS (Regional Secretariat) / LGA (Local Government Authority). JICA experts provided On-the Job Training (OJT) to internal auditors in some selected MDAs and monitoring activities to ensure the use of HBS.

After OJT and monitoring activities, those internal auditors who were recognized to have acquired sufficient knowledge and practical skills of using HBS to train other internal auditors were certified as "Champions for Audit Process & Documentation" by Internal Auditor General (IAG). A series of activities for training internal auditors for the use of HBS through OJT and certifying the Champions were established as the Champion Certification Program (CCP) in IAGD.

To make use of the results from Phase 1 and for further improvements, the Government of Tanzania (GoT) requested JICA for succeeding technical cooperation project "Capacity Development Project for Internal Audit Phase 2". Phase 2 includes, improvements in quality of audit work papers, capacity building of the internal auditors of RS and LGA, and enhancement of awareness on internal audit among the stakeholders.

Overall Goal

Internal audit services in MDA/RS/LGA are enhanced in accordance with the technical guidance.

Project Purpose

Operational capacity for technical guidance to MDA/LGA by IAGD is enhanced.

Project Output

  1. The Champion Certification Program for training internal auditors who have practical skills of auditing by IAGD is enhanced.
  2. Technical tools of guidelines for internal auditing of specific processes with advanced skills are developed for practical use.
  3. IAGD's support for a follow-up mechanism on implementation of audit recommendations through Audit Committee in MDA/LGA is enhanced.
  4. IAGD establishes a model of capacity development of internal auditors to provide solid foundation for the Champion Certification Program.

Summary of Key Project Achievements

At the end, the project managed to produce130 Risk-Based Internal Audit (RBIA) "Certified Champions" in the MDAs, LGAs and RSs. These champions were trained so that they can train other internal auditors in the MDAs, LGAs, and RSs. 1,500 hand book sets (HBS) for RBIA were distributed to all internal auditors in MDAs, LGAs and RSs through 11 distribution workshops. Furthermore, the project managed to update 20 audit risk based internal audit tools and drafted a concept paper on capacity development model for internal auditors and submitted it to Internal Auditor General's Division.
