Project on Capacity Development for Trade Facilitation and Border Control in East Africa

Background

Trade facilitation is one of the key goals that lead to the formulation of East African Community (EAC) in July 2000. To realize that, the need of harmonising trade and logistic procedures, and enhance smooth movement of goods and services within the EAC partner states became inevitable.

In order to further promote regional economic development through trade facilitation and border control in East Africa, the revenue authorities of five East African countries (i.e. Tanzania, Burundi, Kenya, Rwanda, and Uganda) and JICA in collaboration with the World Customs Organisation (WCO) agreed on December 2017 to implement the Project on Capacity Development for Trade Facilitation and Border Control in East Africa. This project came with the aim of building more capacity on customs operations to facilitate trade and enhance border control within EAC partner states.

since 2007, JICA has been supporting the EAC in the area of trade facilitation and border control through series of technical cooperation projects and grant aid projects. Tanzania in particular has benefited from various cooperations, especially the One Stop Border Posts (OSBPs) that were built in Namanga (Tanzania and Kenya border) and Rusumo (Tanzania and Rwanda border), and a number of capacity building trainings to the customs officers operating in these border posts, just to mention a few.

December 2017 to March 2022

Overall Goal

Regional economic development through trade facilitation and ensured safety and security is further promoted in East Africa.

Project Purpose

Efficiency of border procedures and capacity of border control are improved at the targeted borders in East Africa.

Project Output

  1. OSBPs are operated in an efficient and regionally harmonized manner at selected land borders.
  2. The capacity of customs administrations for efficient and effective border control is enhanced.

Summary of the Key Achievements

As of May 2021, the project managed to do training and sensitization of 802 customs stakeholders, the number includes 552 officers and stakeholders and 250 community

residents. In addition, the overall degree of understanding and use of the EAC OSBP Procedures Manual by officers exceeds the target of 70% of the average test scores, and especially at Malaba, Namanga, and Katuna (as of May 2021) the scores were 90%.

The project contributed to produce 18 master trainers for Post Clearance Audit (PCA) of which these master trainers continue to train their fellow officials in their revenue authorities. The total number of trained officials has reached more than 20,000, and this remarkable results have been recognized by other nations, so that some master trainers have also contributed to the capacity building of other African countries. Also, the project has managed to train 6,227 customs officials, stake holders and community residents, this was far beyond against the target of 2,000. Furthermore, in the areas of Risk Management (RM), the project managed to increase the understanding of RM to 80% against the target of 70%.
