Despite the importance of construction and maintenance of regional roads, it is not easy for some rural areas of Tanzania to have access to heavy road construction machineries. On the other hand, Creating labor opportunities is also an important step in regional development. By matching the lack of heavy machineries with the need to create jobs, it is appropriate recommendable to apply an approach referred to as labour-based technology (LBT).

The Appropriate Technology Training Institute (ATTI) is providing LBT training using simple devices (dump trucks, pedestrian rollers, water tanker, etc.) supplemented with labor force, while JICA is supporting capacity development for the implementation of the training. A Japanese Overseas Cooperation Volunteer is also assisting JICA experts at ATTI for promotion of LBT.
