JICA has been supporting transport sector in Tanzania for over fifty (50) years. JICA supported construction of Mfugale Flyover which is the first flyover in Tanzania, started in October 2016 and completed in September 2018. While flyovers were common across most parts of African cities, Tanzania until September 2018 could not boast of one. JICA's support was in form of grant aid.

Constructed at the junction of the busy Mandela Road and Julius Nyerere Road in Dar es Salaam, the Mfugale Flyover was officially inaugurated by former Tanzanian President the Late Dr. John Magufuli in October, 2018. It consists of four lanes and a 425-metre bridge.

The completion of the flyover came as a relief to motorists, who previously had to endure many hours in traffic. During peak hours, motorists using the road would wait for hours due to traffic congestion at the busy junction, which is a key link from the central business district to the airport, the Dar es Salaam port and densely populated residential areas. It has also increased productivity by reducing the time people spend on the road, thus boosting country's economy.

The construction of the Mfugale Flyover factored in the need for a rapid bus transit project to Gongo la Mboto from the city centre.
