JICA dispatched the JICA Expert Team for the implementation of the Capacity Development Project for Improvement of Dar es Salaam Transport (Phase-2) which is also referred to as "CUPID Project" in order to enhance a coordination mechanism among relevant organizations in planning and implementation of the urban transport programs/projects in 2014.

As part of the Project, several selected projects were expected to be implemented in order to strengthen organizational capacity of relevant authorities on planning, implementation, monitoring and evaluation of urban transport projects.

In order to facilitate smooth implementation the selected projects, the CUPID Project conducted a Samora Avenue renovation as a pilot project, which aimed at improving traffic condition through

(i) improving road capacity,
(ii) providing on-street parking/non-street parking facilities and
(iii) creating walkable environment along the said street.

Also, the CUPID project implemented several activities to strengthen technical capacities of the Government officers in addressing urban transport issues. As a result, capacity development has been enhanced through various training opportunities within and outside the country, and implementation of the selected pilot projects.
