The Project for Revision of Dar es Salaam Urban Transport Master Plan

JICA has more than 30 years' history of collaboration with the government of Tanzania in the area of transport project implementation in Dar es Salaam on tackling the issue of congestion. And our intervention is not limited to physical works, but covers planning works such as Dar es Salaam Urban Transport Master Plan.

Work on the Dar es Salaam Urban Transport Master Plan (DUTMP) was first commissioned in 2008, and then, DUTMP was revised since November 2016 and came to a cheerful completion in July 2018.

The former DUTMP of 2008 proposed several projects such as improvement of TAZARA intersection, widening of New Bagamoyo Road and introduction of Bus Rapid Transit (BRT). Improvement of TAZARA intersection was completed by the grant fund from the government of Japan through JICA. BRT 1st phase (alongside of Morogoro road) was started to the Project for Widening of New Bagamoyo Road is on-going under grant aid from Government of Japan.

However, a decade after the previous M/P was developed, the population and traffic demand of Dar es

Salaam City drastically increased, far exceeding the estimation of the previous M/P.

Thus, Project for Revision of DUTMP was launched to formulate and update on the basis of the latest traffic demand and movement. It settled on the target year of 2040, and proposed the contents of projects for Tanzanian stakeholders, represented by PO-RALG and DCC.

Current population in Dar es Salaam is over 6 million, and is estimated to be 15 million in 2040. Greater Dar es Salaam, which covers approximately 50 km away from CBD, will be formed in 2040. DUTMP proposed the urban structure as "Palm and Fingers", forming five radial urban corridors and one loop corridor. To formulate that structure, DUTMP proposed the creation of sub-centres and satellite cities, which are connected to CBD.

DUTMP also proposed cooperation and collaboration of BRT and Railway in order to deal with the increasing traffic demand until 2040. This proposal will improve travel speed, punctuality and mobility, thus making areas within the city reachable in one hour.

Likewise, DUTMP proposed three new road developments namely middle ring roads, outer ring road and bay link road. Fly-over projects at the intersections and improvement of feeder roads were also proposed. All these proposals shall reduce congestion, risk of traffic accident, floods, and improve quality of life in Dar es Salaam.

DUTMP also proposed the introduction of appropriate traffic management system with advanced technology; Dynamic Signal Control Optimization System, Real-Time Traffic Information System, and Public Transport Priority System until 2030. With those advanced traffic management system implementation, Dar es Salaam shall become a leading Mega City in Africa.

Furthermore, DUTMP proposed various transport projects that include road projects, railway projects, BRT projects and waterways projects. Road projects include middle ring roads, bay link roads, outer ring road, flyovers and collector roads. Railway projects proposed include upgrade of Ubungo and Pugu lines, construction of Central-Aga Khan-Tegeta-Bunju line, and Morogoro line, and extension line between Ubungo and Mwenge.

BRT phases proposed in DUTMP are Phase 1 (Morogoro Road), Phase 2 (Kilwa Road), Phase 3 (Nyerere Road), Phase 4 (Bagamoyo Road/Sam Nujoma Road), Phase 5 (Nelson Mandela Road), Phase 6 (Old Bagamoyo Road) and Phase 7 (Kigamboni Area).

Other projects proposed in DUTMP include purchase of boat for public transport, construction of piers and installation of ITS facilities and signals.

A total of 79 projects were proposed in DUTMP. This Dar es Salaam Urban Transport Master Plan provides Government of Tanzania, Dar es Salaam inhabitants, businesses and other stakeholders with the opportunity to make their own long-term decisions, on where to live and invest.
