The action plan adopted at the second Tokyo International Conference on African Development (TICAD II) in October 1998 proposed that Japan establish an institute for human resource development in Africa and support regional personnel development. Accordingly, JICA has supported the formation and launch of the African Institute for Capacity Development (AICAD) since 2000.

Specifically, JICA is involved in promoting 1.) Research and Development; 2.) Training and Extension; and 3.) Information, Networking and Documentation in Kenya, Tanzania, and Uganda. In addition to support for research at universities and research institutions to improve local communities in each of these countries, domestic and regional training and seminars are carried out for agricultural officers and farmers, and related publications and databases are being created. A JICA expert working on the project along with local AICAD staff is based at the AICAD Country Office which is located at the Sokoine University of Agriculture in Morogoro, Tanzania.
