Governments of Japan and Tanzania Organize Kick-off Meeting on Transit Oriented Development (TOD) for Dar es Salaam

Japan International Cooperation Agency (JICA) has been supporting transport sector for over 40 years. Presently JICA has, upon the request of the Government of Tanzania, been engaged in the the Transit Oriented Development (TOD) Project for Dar es Salaam. TOD is one of the strategies proposed in Dar es Salaam Urban Transport Master Plan supported by JICA in 2018.

On 16th August, 2021 JICA and President's Office - Regional Administration and Local Government (PO-RALG) organized a kick-off meeting on "the Project for Transit Oriented Development (TOD) for Dar es Salaam", which was very successful. The various stakeholders were attended physically and virtually, by connecting several points including Tokyo, Japan. Attendance includes Ministry of Finance and Planning (MOFP), Ministry of Works and Transport (Works), Dar Rapid Transit (DART), Tanzania Railways Corporation (TRC), Dar es Salaam Regional Administratetive Secretariet, Ubungo Municipal Council and Tanzania Rural and Urban Roads Authority (TARURA).

JICA and PO-RALG extend their sincere gratitude and appreciation to the Institutions for attending and actively participating in the TOD Project Kick-off Meeting. Their contributions were fruitful and constructive.

Eng. Dr. Fikiri Magafu, representing Permanent Secretary of PO-RALG said, in the meeting, "PO-RALG recognizes that a key way of modernizing the transportation system of Dar es Salaam is to implement in fully the new transportation master plan. The discussion of today should lead a way to best strategies of implementing the plan while bearing in mind the concept of transit-oriented development." Also, Melckzedeck Mbise, Assistant Commissioner of MOFP said "MOFP understands the project and looks forward to its implementation. From JICA participant, Ms. TSUBOIKE, Asuka, Senior Director of Urban Development Group, JICA headquarters in Tokyo said, "JICA is glad to kick-off the project. We have a firm conviction of delivering Japan's TOD knowledge and experience for development of Dar es Salaam." in her remarks.

Participants discussed contents of the TOD Project on the basis of the request from the Government of Tanzania. The meeting also discussed roles and responsibilities of various stakeholders of the Project. Furthermore, the meeting confirmed current situation and progress of Bus Rapid Transit (BRT) development and TOD Projects along BRT corridors. The TOD Project will lead to sustainable development of the city of Dar es salaam. The city will be desired, liveable, economic regional gateway in Eastern and Central Africa as a result of Project implementation.

TOD Project will lead to sustainable urban structure, vital economy with efficient activities, society with equal opportunity for all, and quality of life with safe and good environment.
