Whistleblowing system

JICA has a whistleblowing system administered by the Office of Audit.
Please be noticed that this system is available as noted below.

1 What act can be reported

Any act by JICA or its staff that violates, or is likely to violate, any of the laws or regulations applicable to JICA and JICA's internal rules can be reported as a Whistleblower Report.

2 Who can become a whistleblower

・JICA officials and employees (Board Members, Advisors to the President, Consultant to the President, Vice President, Chief Digital Officer as well as employees, part-time workers, and other persons engaged in work under the command and control of JICA, regardless of their title (including dispatched staffs))
・Experts, volunteers, and other persons engaged in JICA work based on a contract with JICA
・Officials and employees of JICA's contracted parties, or dispatched staffs to the said contracted parties, who are engaged in work based on the said contract
・Persons who held any of the above positions within one year prior to the date of the whistleblowing

3 How to send a report

Whistleblower Reports should be sent by e-mail or letter to a dedicated address below. The report is expected to describe the whistleblower’s name, affiliation, details of the unlawful act, etc., and any other necessary information. Details are provided in ”How to Write a Whistleblower Report". Anonymous reports will also be accepted.

4 Whistleblowing procedures

・The Office of Audit judges whether Whistleblower Reports will be accepted as eligible in accordance with points 1 and 2 noted above.
・When the decision is made to accept the Whistleblower Report, the Office of Audit conducts investigations with consideration of the confidentiality and privacy protection of the whistleblower.
・The results of the investigation, as well as remedial measures, shall be noticed to the whistleblower.

5 Others

・The administrators of the whistleblowing system and the staff involved in the investigations shall be bound by a confidentiality obligation. The name of the whistleblower shall not be disclosed without the whistleblower’s consent.
・Japan’s Whistleblower Protection Act prohibits any business operator from dismissing or giving any disadvantageous treatment, such as dismissal, to whistleblowers on the basis of the act of whistleblowing. JICA's internal regulations also clarify this point and the violators of this rule will be subject to disciplinary action.
・JICA’s staff should cooperate sincerely in conducting investigations related to whistleblowing and shall prohibit any efforts to disrupt them.
・Those who are in any way related to the case reported by a whistleblower shall never participate in the investigations.
