Signing of Record of Discussions on Technical Cooperation for Development Planning with Bangladesh: Promoting Transit Oriented Development along Mass Transit Corridors

On June 10 2021, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the People’s Republic of Bangladesh in Dhaka for the Project for Development of Policy and Guidelines for Transit Oriented Development along Mass Transit Corridors, a technical cooperation for development planning.

The project aims to promote planned urban development through preparation and implementation of a Transit Oriented Development (TOD) [1]. policy and guidelines along the Mass Rapid Transit (MRT) line in Dhaka. It also aims to establish and implement a coordination mechanism between related organizations to promote the TOD. The project will contribute to the achievement of SDGs Goals 11 and 13.

Dhaka is frequently faced with heavy traffic congestion, resulting in chronic air pollution. In 2018, JICA assisted in the preparation of the Revised Strategic Transport Plan which draws up the public transportation plans in Dhaka. Based on the Plan, MRT Line1, MRT Line 5 North, and MRT Line 6 are currently under implementation by Japanese ODA loan. However, in terms of development in areas around stations along these mass transit corridors, there are issues such as unclear procedures for application and approval of permits, and difficulties in coordinating interested stakeholders such as developers and land owners. There is also the issue that coordination with related organizations for formulation and implementation of policies to promote TOD is not proceeding smoothly. This project will support the formulation of policies necessary for urban development centering around stations, planned urban development to facilitate connections to other modes of transportation such as buses, and creation of coordination mechanisms among related organizations to facilitate TOD.

[1] This refers to initiatives aimed at development of compact urban areas, where mobility do not have to rely on private vehicles, by concentrating urban functions around public transportation hubs such as railway stations.
