On December 28, 2021, the Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of Dominican Republic in Santo Domingo to provide a Japanese ODA loan of up to 3,888 million yen for the Energy Efficiency Program in the Dominican Republic. This is a co-financing project with the Inter-American Development Bank (IDB) based on the partnership of “Cooperation for Economic Recovery and Social Inclusion (CORE) in Latin America and the Caribbean region"

The Dominican Republic depends on imported fossil fuels as its main source of energy, and this is one of the reasons for its chronic trade deficit. Its public sector consumes more than 10% of the total domestic electricity supply, of which street lights are estimated to have the highest potential for energy efficiency. This project aims to promote energy efficiency in the public sector and reduce greenhouse gas emissions by replacing existing street lights with LED bulbs and newly installing LED street lights on public roads throughout the country. It will aid in the sustainable economic development of the Dominican Republic, a reduction of the deficits of national budget and current account, and mitigation of the impact of climate change. This project will contribute to the achievement of SDGs Goal 7 (Affordable and clean energy) and 13 (Climate action).
