On August 25, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Lao People's Democratic Republic in Vientiane for the Project for Integrated Energy Master Plan towards Sustainable Carbon Neutral Society, which consists of technical cooperation for development planning.
The project aims to implement the necessary energy transition policies for realizing a carbon-neutral society by the mid-21st century. It will do so through the formulation of a long-term energy transition masterplan for achieving a carbon-neutral society and coordination among the governmental institutions concerned. The project will contribute to the achievement of SDGs Goal 7 (Affordable and clean energy) and 13 (Climate action).

Specific project details (provisional) | A long-term energy transition masterplan for achieving a carbon-neutral society will be formulated, and the governmental institutions concerned will cooperate toward the same development goals. The main activities will be as follows: 1) Review existing energy related policies and plans and identify preconditions for the study. 2) Review energy demand forecast and supply plans in Lao PDR and the surrounding countries. 3) Study multiple energy transition scenarios in relevant sectors considering affordability (economy) and reliability while securing long-term carbon neutrality. 4) Study pros and cons of each energy transition scenario and propose one energy transition roadmap scenario to be the national energy transition masterplan for achieving a carbon-neutral society in Lao PDR. |
