Signing of Japanese ODA Loan Agreement with Senegal: Support for the improvement of primary and lower secondary education

On December 28, 2022 the Japan International Cooperation Agency (JICA) signed a loan agreement with the Government of the Republic of Senegal to provide a Japanese ODA loan of up to 10,000 million yen for the Development Policy Loan for the Education Sector.

The objective of the agreement, by providing financial support to the Government of Senegal, is to formulate and implement policies that will improve access to and the quality and management of primary and lower secondary learning through the strengthening of science and mathematics education. On the occasion of the 8th Tokyo International Conference for Africa Development (TICAD8), which was held in Tunisia in August 2022, Japan announced a new policy that will “improve children’s learning and provide quality education including that of STEM (Science, Technology, Engineering, and Mathematics) for 9 million people” in Africa. This agreement is a part of that policy.

In order to improve children’s learning, JICA has been cooperating with the education sector in Senegal for a long time. This agreement will contribute to the nationwide spread and establishment of the arithmetic study improvement model, which was developed under the “Project for improving the learning of mathematics in primary education (phases 1 and 2).” The model is a package consisting of education-improving exercises using arithmetic workbooks, teachers’ capacity development, periodical learning assessments, and the functionalization of school management committees. The agreement will additionally promote the development of teaching materials and the implementation of teachers’ training.

The program will also contribute to the promotion of the economic stabilization and development efforts of the Republic of Senegal, as well as to the achievement of SDGs (Sustainable Development Goals) Goal 4 (Quality education).
