Signing of Japanese ODA Loan Agreements with India: Providing multi-faceted support for solving social issues through healthcare and urban infrastructure

On February 27, the Japan International Cooperation Agency (JICA) signed loan agreements with the Government of India in Delhi to provide Japanese ODA loans of up to a total of 40,673 million yen for the following two projects.

(1) Mumbai Trans-Harbour Link Project (Ⅲ) (loan amount: 30,755 million yen)
(2) Project for the Establishment of Mizoram State Super-Specialty Cancer and Research Centre
(loan amount: 9,918 million yen)

Details for the projects are provided below.

(1) Mumbai Trans-Harbour Link Project (Ⅲ)
(a)Objective and Summary
The objective of the project is to improve connectivity in the Mumbai Metropolitan Region, Maharashtra State by constructing the Mumbai Trans-Harbour Link—an 18-km long sea link and 4-km long overland link between central Mumbai and the Navi Mumbai region. The project will contribute to further economic growth through the promotion of regional economic development and the achievement of SDGs (Sustainable Development Goals) Goals 8 (Decent work and economic growth), 9 (Industry, innovation and infrastructure), 11 (Sustainable cities and communities), and 13 (Climate action).

(c) Planned Implementation Schedule
1. Completion of project: September 2023 – when the facilities are put into service.
2. Issuing of letters of invitation for consulting services (including construction supervision): already hired
3. Tendering of announcement of initial procurement package for international competitive bidding on project construction: already contracted

(2) Project for the Establishment of Mizoram State Super-Specialty Cancer and Research Centre
(a)Objective and Summary
The objective of the project is to improve access to cancer prevention, detection, and treatment as well as human resource development and research that support cancer control in Mizoram, a state with a significantly high cancer incidence and mortality rate, by developing the Mizoram State Super-Specialty Cancer and Research Centre. By doing so, this project will contribute to the achievement of universal health coverage through the strengthening of the healthcare system pertaining to cancer in the state. The project will also contribute to the achievement of SDGs Goal 3 (Good health and well-being).
