Signing of Grant Agreement with Ukraine: Provision of equipment for emergency recovery (phase 2)

On April 14, the Japan International Cooperation Agency (JICA) signed a grant agreement with the Government of Ukraine in Kyiv to provide grant aid of up to 53,072 million yen for the Programme for Emergency Recovery Phase 2.

JICA has been providing support for the Ukrainian people—who are forced to live in harsh conditions due to Russia’s prolonged aggression—including grant aid for the "Programme for Emergency Recovery" (22,440 million yen), for which an agreement was signed on March 9, 2023.

This programme will provide additional support to meet Ukraine’s ever-increasing emergency recovery needs, particularly for the rebuilding of power and energy-related facilities that have suffered major damage as a result of Russian attacks since last October. Through the procurement of equipment for 10 sectors (Humanitarian Mine Action, Destruction Waste Management, Transport, Energy, Water Supply, Health, Education, Agriculture, Public Broadcasting, Municipal Facilities), the programme aims to promote (1) mine action and debris clearance, which are prerequisites for recovery and reconstruction, (2) livelihood reconstruction including the provision of basic infrastructure, (3) recovery of agriculture as a key industry, and (4) the strengthening of democracy and governance.

This programme will contribute to the achievement of SDGs (Sustainable Development Goals) Goals 7 (Affordable and clean energy), 11 (Sustainable cities and communities), and 16 (Peace, justice and strong institutions).
