Invitation for public comments on "Draft Guidelines for Environmental and Social Considerations" and "Draft Objection Procedures on the Guidelines for Environmental and Social Considerations"

JICA "Guidelines for Environmental and Social Considerations" (Guidelines), which was adopted in April 2010 and came into force on July 2010, specifies that "JICA will create a comprehensive review of the guidelines within ten years of their enforcement on the bases of its findings. Revisions are made as needed, based upon the results mentioned above. When JICA revises the guidelines, JICA seeks opinions from the government of Japan and developing countries, NGOs in developing countries, as well as NGOs in Japan, the private sector, experts, etc., in a process designed to ensure transparency and accountability. "

JICA has studied environmental and social safeguard practices as per the Guidelines, and, upon the results of the study, it has created a comprehensive review, receiving advice from Advisory Committee of Environmental and Social Considerations. JICA established Advisory Council for the Revision of the Guidelines, which consists of 16 specialists representing academia, NGOs, the private sector and related ministries of the Government of Japan, in August 2020. The draft Guidelines and Objection Procedures have been prepared in consultation with the council.
