JICA’s volunteer program supports activities by citizens who wish to cooperate in the economic and social development as well as in the reconstruction of developing countries. This volunteer program is widely recognized as one of the representative programs of Japan’s international cooperation and is highly praised by partner countries.
As summarized in the phrase “together with the local community”, JOCV live and work together with communities in the country to which they are sent to, speak their language and carry out activities with an emphasis on raising self-reliant efforts while fostering mutual understanding.
As of September 2023, 129 volunteers from Japan have been dispatched to Timor-Leste for cooperation in the following four areas:
1) Agriculture; 2) Tourism; 3) Health and Social Welfare; and 4) Education and Sports.

How to request JOCV?
All applications from the Requesting Organizations, must be addressed to the Ministry of Foreign Affairs and Cooperation and should include a Cover Letter (CC to Ministry of Finance, Line Ministry and JICA TL Office).
When completed, the Ministry of Foreign Affairs and Cooperation, submits the requests to the Embassy of Japan, afterwards the Embassy of Japan forwards the requests to JICA-TL Office.
JICA-TL Office will provide any assistance deemed necessary.
