Signing of Record of Discussion for the Republic of Indonesia: JICA SATREPS PROGRAM FY2024 “Development of End-to-End Earthquake Early Warning and Response System”

Jakarta (17/02/2025) Japan International Cooperation Agency (JICA) signed Record of Discussions (R/D) with Research Organization for Earth Sciences and Maritime of National Research and Innovation Agency (BRIN), Republic of Indonesia for a Science and Technology Research Partnership for Sustainable Development (SATREPS) “Development of End-to-End Earthquake Early Warning and Response System (E2E-EEWRES)". The signing ceremony had been held at the KST B.J. Habibie BRIN office in Serpong.

SATREPS is a collaborative research program funded by Japan Science and Technology Agency (JST) and Japan International Cooperation Agency (JICA). This SATREPS E2E EEWRES involves joint research between Japanese universities, led by Disaster Prevention Research Institute at Kyoto University, in collaboration with the Government of Indonesia led by Research Organization for Earth Sciences and Maritime, National Research and Innovation Agency (BRIN). The project will engage a total of 9 Japanese and 16 Indonesian stakeholders from cooperative research institutions from both countries.

The objective of this joint research is to develop the initial stages of Indonesia’s End-to-End Earthquake Early Warning and Response System. This system aims to reduce the human and economic risks associated with earthquakes while enhancing the national development efforts for the specific users in the project areas. The research will be implemented over a five-year period in Jakarta, Banten and West Java Provinces.

“BRIN has eagerly prepared the proposal for SATREPS since 2023, and we are pleased it was accepted in 2024. In this initiative for an End-to-End system for earthquake early warning, we aim to integrate both upstream and downstream, scientific endeavors and their societal impacts. Our goal is to unite science, policy, and practice related to this matter”, stated Andi Eka Sakya, Principal Investigator from Indonesian Counterpart on his remark.

Prof. Ocky Karna Radjasa, Head of Research Organization of Earth Sciences and Maritime, said in the meeting: “We highly appreciate contribution of JICA through SATREPS as BRIN welcoming the international collaboration to achieve our internal Key-Performance-Indicative. This SATREPS also taking a role as supplementary funding for conducting and expanding our research activities running and producing many publications and scientific citations.”

In addition, Ms. Sachiko Takeda, Chief Representative of JICA Indonesia conveyed her remarks: “In Japan, the mobile phone and every TV program will automatically warn us the occurrence of earthquake that just happened and approaching in seconds which are very important on evacuation. Further, JICA had launched previous collaboration with Former KOMINFO (currently KOMDIGI/Ministry of Communication and Digital Information) and BMKG, resulting valuable products on information system as well capacity enhancement. It is highly hope that those results could be utilized and further enhanced in this research project.”

Other attendees, including Mr. Ariska representing BMKG, Dr. Mizan representing SATREPS Japanese Team, and Dr. Ade Kurniawan from Bandung Institute of Technology and Science (ITSB), conveying their gratitude for the signing agreement, which will facilitate the smooth implementation of the projects.
