JICA Hosts the 4th “Japan–Indonesia Hydrogen and Ammonia Development Promotion Forum” with Government Officials and Private Companies from Both Countries Official Release "the Indonesia–Japan Collaboration Roadmap for Accelerating a Hydrogen Ammonia Society in Indonesia (HASI)" by MEMR and JICA

The Japan International Cooperation Agency (JICA) held the 4th Japan–Indonesia Hydrogen and Ammonia Development Promotion Forum in Jakarta on February 3, together with the Ministry of Energy and Mineral Resources (MEMR), the National Research and Innovation Agency (BRIN), and the Indonesian Fuel Cell and Hydrogen Energy (IFHE). The forum was attended by approximately 110 participants onsite, in addition to about 90 participants who joined online, including government officials and private companies from both Japan and Indonesia.
At the opening of the forum, MEMR and JICA jointly announced "Indonesia–Japan Collaboration Roadmap for Accelerating a Hydrogen Ammonia Society in Indonesia (HASI)". This collaboration roadmap is the first concrete bilateral framework outlining future cooperation between Japan and Indonesia toward advancing a hydrogen society in Indonesia, which is based on “Roadmap Hydrogen and Ammonia National (RHAN)” issued by MEMR in April 2025.
Since November 2024, JICA has been implementing “Data Collection and Confirmation Survey on Promoting a Hydrogen Society in Indonesia”. Through this survey, JICA has not only contributed to the formulation of the collaboration roadmap but has also worked to advance public–private initiatives in policy and institutional development, as well as the improvement of related infrastructure. By organizing multiple forums and workshops with the cooperation of stakeholders from both Japan and Indonesia, JICA has successfully led the development of HASI.
In the 4th forum, BRIN, Pertamina, PLN, Pupuk, IHI, Toyota Motor Corporation, and Toyota Tsusho gave presentations on their initiatives related to hydrogen and ammonia in Indonesia. This was followed by a panel discussion on potential future cooperation between Japan and Indonesia based on HASI.
In her remarks, Eniya Listiani Dewi, Director General of New Renewable Energy and Energy Conservation at MEMR, emphasized that the next step following the launch of the Indonesia–Japan cooperation roadmap is the identification and implementation of concrete projects beyond pilot stages, aligned with regulatory initiatives to be developed by MEMR. She highlighted the importance of joint discussions to identify projects already in the initiation phase—such as de-dieselization, transportation and green hydrogen and ammonia production—so that roles among stakeholders, including MEMR and JICA, are clearly defined and the roadmap can serve as a foundation for tangible and accelerated actions.
Sachiko Takeda, Chief Representative of JICA Indonesia Office, stated that addressing key challenges such as reducing the costs of hydrogen and ammonia and creating demand for them will require not only JICA’s support but also the collective efforts of the public and private sectors. She reiterated the call for enhanced cooperation between Japan and Indonesia.
The Government of Indonesia aims to achieve net zero emissions by 2060 or earlier, and under the Asia Zero Emission Community (AZEC) initiative, hydrogen and ammonia utilization is positioned as a key priority. JICA will continue to promote cooperation between Japan and Indonesia in the energy sector, working closely with relevant stakeholders and leveraging the HASI initiative as one of its core pillars.
